Reconstruction is not about "retrieving what was destroyed." It is about "building better." And building better in Arab environments requires precise technical standards and decentralized systems that respect the local context and true sustainability.

Introduction: after destruction

When a city collapses, we face a choice: do we rebuild it "as it was" or build it "better"?

The problem is that most reconstruction attempts follow "a single global model" without respecting the local context. The result: cities without soul, without identity, without sustainability.

Architect Omar Salim presents "studied technical standards" and "decentralized systems" that build truly sustainable Arab cities.

Part one: the technical standards for sustainable reconstruction

Understanding the context before rebuilding

Reconstruction begins not with "drawings" but with "study." We must understand:

  • The local climate: temperatures, humidity, wind, scarce rainfall. This determines the materials and design.
  • Culture and customs: how do people live? How do they gather? What are the local values?
  • Local resources: what materials are available? What energy is available? What waste can be recycled?
  • The local economy: what industries exist? What labor is available?

The three technical standards

StandardDefinitionApplication in the Arab environment
Climatic sustainabilityReducing energy consumption and improving comfortThick walls, small windows, natural ventilation, solar energy
Economic sustainabilityUsing local resources and providing jobsLocal materials, local craftsmen, scalable local industries
Social sustainabilityRespecting local culture and customsPublic spaces for gathering, respecting privacy, supporting community life

True sustainability is not about "beautiful solar panels" — it is about an integrated system that serves people, the environment and the economy together.

Part two: decentralized systems

From centralization to distribution

The old centralized model (a central government that designs and builds everything) has failed in most Arab cities.

The solution is a "decentralized system" where:

  • The local community participates in decisions: not "a planner planning in a vacuum" but "a planner with them."
  • Management is local: each district manages its own resources — water, energy, waste.
  • The economy is distributed: instead of one large factory, dozens of small local workshops.
  • Power is distributed: the decision is not dictated "from the top" but generated "from below."

The practical benefits

  • Speed of rebuilding: instead of waiting for a central decision that takes years, the local community starts immediately.
  • Better quality: those who live in the place know its needs better than any distant "planner."
  • True sustainability: a system that involves people lasts beyond the end of the project.
  • Faster economic recovery: people work and earn from day one.

Part three: application on the ground

Practical steps

  1. Phase one: listening and learning (3 months): sit with people. Hear their needs. Study the context.
  2. Phase two: participatory planning (3 months): together, set a vision. Not an "architectural plan" but a "shared vision."
  3. Phase three: phased building (two years or more): start with the basic "core." Add gradually. Leave room for evolution.
  4. Phase four: local management (ongoing): train the community to manage what we built together.

Successful reconstruction begins with "listening," not "drawing."

Conclusion: cities built by hands and hearts together

Reconstruction is not so much a "building project" as it is a "healing process." And healing comes from "participation, ownership and respect."

When we apply the right technical standards and decentralized systems, we build cities that are not only "beautiful" or "functional" — but living cities with a soul and real ownership.

This is the future we deserve.
